Generally when embassy decides to give visa then they call (or send and email) and request applicants to pick their passport personally from the embassy. When they refuse to give visa then they send passport back to the applicants by post.

Ok, thanks for this valuable information. Please also tell me what the embassy does if it needs any additional documentation from an applicant? They ask for these documents first or straightly reject the visa application.

Usually, the German embassy sends an email to the applicant and asks for additional documents before deciding on the visa. Sometimes they also recall the applicant for another interview with additional documents.

No, they just ask few questions about additional documents nothing else. For example, they asked me to submit my admission extension letter personally. When I submitted that then they asked me some questions about it such as:
Does your university have any issue with your late arrival?
How you will cover this gap because your classes are already started?
I gave them satisfactory answers and they have issued me a visa after few hours.
